Your company is required to keep military registration records for its employees, but the work has never been done and it is not clear where to begin. We build the system around your structure and headcount, prepare every document and train the person who will run it from then on.
The duty to keep military registration records does not depend on the size of the company, or on whether anyone on the payroll is currently liable for military service: it arises for the organisation as soon as it has employees. Having no order, no work plan and no card index is a breach in its own right, even if in substance there is nobody to record yet.
Companies usually come to us in one of three situations: the company has just been formed and is registering with the military commissariat; registration nominally existed but was kept in a free format that will not survive the first reconciliation; or a request or notice has arrived from the commissariat and it has become clear that the paperwork is missing.
A separate difficulty is how the work is divided inside the company. Military registration sits where HR administration, personal data handling and dealings with public authorities meet, and without written internal rules it rests on one person and falls apart the moment they take leave or resign.

QUESTIONS
Yes. The duty to organise military registration arises for the organisation regardless of whether anyone on the payroll is liable for military service at a given moment. The order, the work plan and the card index must exist; the index itself may be empty, because your workforce changes and the system has to be ready in advance.
No. By law military registration is kept by the organisation's own employees, and that work cannot be placed outside the company. We build the system, prepare the documents, train the responsible employee and then support them methodologically — but the entries and the signatures are yours.
It depends on headcount: the rules allow for a combined role, a dedicated post, or several employees. At the review stage we work through your figures and tell you whether assigning the duties to an HR officer is enough or a dedicated employee is needed.
