Tax Inspectorate No. 29 for Moscow: the tax office of Ramenki and western Moscow

If your company or sole proprietorship is registered in Ramenki, Prospekt Vernadskogo, Troparyovo-Nikulino or Ochakovo-Matveevskoye, letters with demands come from Inspectorate No. 29 of the Federal Tax Service for the City of Moscow (ИФНС России № 29 по г. Москве). It also summons taxpayers to commissions, schedules audits and freezes accounts. Here is what this inspectorate is, how it is organised and how to deal with it without losses.

Where number 29 comes from

Tax inspectorates in their present form appeared in 1990: Resolution No. 76 of the USSR Council of Ministers of 24 January 1990 created the State Tax Service, and RSFSR Law No. 943-1 of 21 March 1991 "On Tax Authorities of the Russian Federation" is still in force, as amended. Moscow inspectorates received consecutive numbers, and numbers 29 to 31 were assigned to the west of the city. Since 2004 inspectorates have been part of the Federal Tax Service, and Inspectorate No. 29 reports to the Federal Tax Service Directorate for the City of Moscow, where appeals against its decisions are filed.

Districts served

Inspectorate No. 29 is one of the largest territorial inspectorates in the okrug. It serves taxpayers of seven districts of the Western Administrative Okrug: Vnukovo, Novo-Peredelkino, Ochakovo-Matveevskoye, Prospekt Vernadskogo, Ramenki, Solntsevo and Troparyovo-Nikulino. The inspectorate code is 7729, which is also the first four digits of the taxpayer number (INN) of companies registered here.

What arrives from the inspectorate and what to do about it

  • A demand for documents or explanations under Articles 93 and 93.1 of the Tax Code of the Russian Federation. The response period is 5 or 10 working days depending on the ground; silence brings a fine and closer attention.   • A summons to a tax base legalisation commission or a "working meeting". It is not an interrogation, but everything said is recorded.
  • A desk audit of every return and a field audit ordered by the head of the inspectorate under Article 89 of the Tax Code.
  • Suspension of account operations under Article 76 of the Tax Code: for an unfiled return, for an unsent receipt acknowledging a demand, to secure collection.
  • An audit decision. It is appealed first to the Federal Tax Service Directorate for Moscow (mandatory pre-trial stage), then to the Moscow Arbitrazh Court.

  • Hours: Monday to Thursday 9:00–18:00, Friday 9:00–16:45, one hour shorter on pre-holiday days.

  • Electronic interaction: the taxpayer personal account on nalog.gov.ru or an electronic document operator. Personal reception by the inspectorate's management is by appointment through the reception.
  • Nearest public service centres that accept some tax documents: 14 Udaltsova Street, building 1; 4 Pokryshkina Street; 6 2nd Ochakovsky Lane.

What we do

We answer demands so as not to give away too much and not to be fined; accompany clients at commissions and witness interviews; run field audits from the appointment decision to objections to the report; appeal decisions to the Moscow Directorate and the Moscow Arbitrazh Court; lift account freezes. We work separately on business splitting and claims involving "technical" counterparties.
