Where justices of the peace came from

Russia introduced justices of the peace twice. First in 1864, in the judicial reform of Alexander II, when they handled petty disputes and offences and were elected by local assemblies. The institution was curtailed in 1889 and abolished in 1917.

It returned in modern Russia with Federal Law No. 188-FZ of 17 December 1998 "On Justices of the Peace in the Russian Federation" and Moscow City Law No. 15 of 31 May 2000 "On Justices of the Peace in the City of Moscow". Moscow's justices of the peace are judges of the federal subject, appointed by the Moscow City Duma, and their higher instance is the district court. For the precincts of our district that is the Nikulinsky District Court.

What a justice of the peace hears

• civil claims up to 50,000 roubles, and consumer protection claims up to 100,000 roubles;
• court orders: undisputed claims for debts, utility payments, alimony;
• divorce where there is no dispute over children; division of marital property up to 50,000 roubles;
• administrative offence cases under the Code of Administrative Offences assigned to justices of the peace: driving licence suspension, petty hooliganism, unpaid fines and others;
• minor criminal cases punishable by up to three years' imprisonment, with certain exceptions.

Precincts under the Nikulinsky District Court

Ramenki

• Precinct No. 177, 6 Dovzhenko Street. The area between the Moskva river, Michurinsky and Universitetsky Prospekts, Mosfilmovskaya and Minskaya Streets and the Kiev-direction railway: the Mosfilmovskaya side of the district.
• Precincts Nos. 178, 179, 180, 29A Michurinsky Prospekt. No. 178: between Michurinsky Prospekt, Lobachevskogo Street, the railway, Minskaya, Mosfilmovskaya and Universitetsky Prospekt. No. 179: from the Moskva river along Prospekt Vernadskogo and the Ramenka river to houses 31–37 on Michurinsky. No. 180: the blocks along Ramenki and Udaltsova Streets up to Lobachevskogo Street.

Prospekt Vernadskogo

• Precincts Nos. 181 and 182, 62A Prospekt Vernadskogo, building 1. No. 181: between Prospekt Vernadskogo, the Samorodinka river, Michurinsky Prospekt, Lobachevskogo and Udaltsova Streets. No. 182: between Prospekt Vernadskogo, Udaltsova and Ramenki Streets, the Ramenka river, Kravchenko Street and Leninsky Prospekt.

Ochakovo-Matveevskoye

• Precincts Nos. 183 and 185, 21 Vereyskaya Street. No. 183 is Matveevskoye: Nezhinskaya and Matveevskaya Streets, the railway, the Setun. No. 185: Ozyornaya Street, the MKAD, the Ochakovo overpass, Nikulinskaya, Bolshaya Ochakovskaya, Przhevalskogo and Lobachevskogo Streets.
• Precincts Nos. 184 and 452, 27 Michurinsky Prospekt, building 2. No. 184: from the Navershka river and Prospekt Generala Dorokhova to the MKAD and the Setun. No. 452: Nezhinskaya, Matveevskaya, Lobachevskogo, Ozyornaya, Przhevalskogo, Bolshaya Ochakovskaya, Nikulinskaya.

Troparyovo-Nikulino

• Precinct No. 186, 21 Vereyskaya Street: between Ozyornaya Street, Michurinsky Prospekt, Nikulinskaya Street, Pokryshkina Street, Prospekt Vernadskogo, Leninsky Prospekt and the MKAD.
• Precincts Nos. 187 and 188, 6 Nikulinskaya Street, building 1. No. 187: between Michurinsky Prospekt, the Samorodinka river, Prospekt Vernadskogo, Pokryshkina and Nikulinskaya Streets. No. 188: between Leninsky Prospekt, 26 Bakinskikh Komissarov Street, Prospekt Vernadskogo and the Samorodinka.
• Precinct No. 189, 46 Akademika Anokhina Street, building 3: between Leninsky Prospekt, Prospekt Vernadskogo and 26 Bakinskikh Komissarov Street.

• Hours: Monday to Thursday 9:00–18:00, Friday 9:00–16:45, lunch 13:00–13:45. Public reception: Monday 14:00–18:00, Thursday 9:00–13:00.
• Electronic filing through the personal account on mos-sud.ru. The procedure is set by Order No. 168 of the Judicial Department at the Supreme Court of the Russian Federation of 11 September 2017. Precinct email addresses are not for filing claims and complaints.
• Precinct boundaries run along street centrelines, so houses on opposite sides of the same street can belong to different precincts. Check the address with the "Territorial jurisdiction" service on mos-sud.ru.

What we do

We set aside court orders that people first learn about from a bailiff; recover debts through order and claim proceedings; handle alimony and divorce cases; appeal administrative rulings of justices of the peace to the Nikulinsky District Court. For companies in the district we run small receivables collection as a pipeline.
